In addition to the charter members of the IDE's bottom category SSHS, NSHS and WAYNE, the other two remaining FWCS high schools, Snider and Northrop, joined them last year by going on academic probation. Naturally neither the district nor the JG deemed this piece of bad news important enough to talk about it publicly. No gushing Mark and Wendy news conference. No apologist wailing by Karen Frisco. They could have legitimately claimed that the new high school test, the ECA, was more difficult than the GQE it replaced, which is true. The ECA's at FWCS were about 6% lower than the GQE's, which mirrors the 6% drop statewide. But then they would have been caught in a trap on their "improvement" on the k-8 ISTEP scores.
The IDE's recent review of NSHS and SSHS noted that FWCS seemed to be serious about reforming their high schools. That may be, but at the end of the day, they can't make a real and lasting improvement in the high schools until they improve the middle schools. How will we know if the middle schools are improving? When the district stops blanket social promotion through the middle schools and quits sending kids into high school unprepared. ECA scores will fluctuate. The state may "adjust" the difficulty but it only matters how they do relative to the rest of the state, so that's how the scores have to be viewed.
Social promotion in the middle schools is an admission of FWCS' failure to prepare kids for high school. They may be serious about improving the high schools in the face of a possible state takeover. But nothing the Superintendent, the board or the JG says about progress can be taken seriously until blanket social promotion stops. It's just more hollow rhetoric for public consumption. If they want to show us they're serious, they have a way to do so.

75% of all Indiana high schools are on academic watch or academic probation. Some surprising high schools on probation in 2010: Huntington North, Jay County, Kokomo, Seymour, New Castle, Dekalb, Elmhurst, Wawasee, Whitko, Lawrence North, Pery Meridian, Indy North Central, Ben Davis. Elmhurst would have been on yr 5 probation along with NS and SS except that in 2006 they jumped up to watch (and you've heard my theory about that).
Watch and probation have quite different conditions and implications. A nice try lumping watch and probation numbers together and would have been does not count. Of probationary status only, since that was the topic, perhaps you could figure and share the percentage of those schools which showed 2010 improvement of -8.06, a composite average.

If our schools dont change the way they teach math, engineering, technology, and science, they will keep getting what the got. like einstein said. And not all kids are math oriented, which is something the schools are trying to force kids into. Kids should be allowed to excel at what they are good at, instead of trying to force square holes into round pegs(?)
All schools: "probation", a little over 13% total; "watch" a little over 12% total, roughly 26% combined. So, roughly, 85- 87% of all schools are on "watch", "academic progress", "commendable", or "exemplary".
I have always agreed with Evert’s view of the negative effect of social promotion on our high schools. But failing AYP is becoming a symptom of a poor systematic assessment system. It does not surprise me that Snider and Northrop failed to pass AYP, but not because of the schools or quality of education within them. PL221 and Indiana’s implementation of NCLB initially set reasonable goals for schools to meet and held them accountable for doing so, however, also within the law the goals progressively get higher until all categories require every child to pass. While the goal of having every child pass AYP is great, statistically it will never happen. The first schools to fail were the urban schools, however, as the goals rise other schools have begun to fail. Snider and Northrop failed to make AYP. So did Avon, North Lawrence, Fishers, Homestead, Leo and other “high performing schools”. Yes there is a big difference between not making AYP once and not making it for five consecutive years, but based on the current system ALL schools will fail within the next 3 years unless the system is changed. Anyone want to bet that the system will change before the State tells Carmel their failing AYP?
Jon - I agree with you on AYP. The way it's set up is illogical and ultimately irrelevant. I've never paid much attention to it. I'm also not surprised that a lot of high schools (including Snider and Northrop) looked bad after the ECA's. I saw a sample of the math ECA two years ago and it was definitely a better (harder) test than the GQE, which an 8th grader should have been able to pass. But although the drop at FWCS high schools could be easily explained by the added difficulty, they chose to ignore it because it didn't make for good PR and put the "improvement" in the ISTEP into question.
Lies by omission. What you hear in board meetings is totally disconnected from the reality you see in the classrooms. There are signs of hope in the elementary schools but it will take years for that to show up in the high schools.
A simple internet search will reveal the prevailing opinion of most researchers today: Neither social promotion or retention will solve the problem of academic achievement....I included two sites that seem to summarize this majority opinon.

While Evert continues to bash FWCS middle schools as the cause for all ills in the high school, the reality is that our middle schools are making progress. Are they achieving at the levels necessary?...no; improvement is always needed.
However, even though all high schools are on probation based on PL221 ratings, 8 of the 10 FWCS middle schools are rated as making "academic progress". Furthermore, 4 of these middle schools made AYP this year.
We have a long way to go in middle schools, but we are working harder than ever and we are showing gains.
Purdue- If the middle schools are truly getting better, it will eventually show up in the high schools. But remember high schools don't have ISTEP any more and there was big disconnect bewtween the 6%"improvement" in ISTEP scores and the 6% drop on the ECA compared to the old GQE. The difficulty of both tests changed.
The district just gives itself a big credibilty problem by cherry picking the data to make themselves look good During the remonstrance for example they countered the "misinformation" we were putting out about their lack of academic progress with a full page ad in the JG. One of their bullets was that they had improved 25% in a key academic category. They didn't say what the category was but it was AYP where they went from 12 to 16 schools making AYP (that's not even 25% but never mind). If they put out the those numbers it would have been obvious that only about a third of their schools 52 schools were making AYP, a miserable ststistic, so they published the percentage. And the ISTEP average for the district that year had actually dropped.
The following year only 10 schools made AYP. They totally ignored that. They must think the public is a bunch of idiots. We weren't all socially promoted through FWCS.

The alternative solutions proposed in your first link totally bypass the issue that Evert is focused on.
When a student fails to adequately learn what is necessary for his/her grade level, a decision must be made immediately as to whether or not to promote them to the next grade level. We can't wait several years for the results of a restructured system to kick in and (possibly) result in positive changes.
Currently, it appears that FWCS opts for the social promotion choice. They do this to avoid embarassment and to not anger the parents of the underperforming students. And they then turn around and use the results of their warped scale to downplay the problems that exist.
Evert appears to prefer the honest approach, which I think is the first step to solving any problem.

I spent a couple of hours reading on the links you provided. Social promotion (which has been around since the 30's) and retention are both undersirable. I'm not naive enough to think social rpomotion can be stopped entirely, and haven't advocated that. What I object to with FWCS is that it's a blanket policy.
That sends the wrong message. Along with the message it sends to the kids, it tells the community the system is overwhelmed with students that can't keep up. At SSHS and Wayne for example, 80% of the freshmen couldn't pass the algebra ECA (despite your contention that the middle schools have improved). If you were a parent concerned for your child's future, would you want your kids in a classroom where 80% of the kids were lost. Don't you think the teacher would be overwhelmed? Don't you think the course would be dumbed down?
I you were a parent with means you would send your kids somewhere else and that's exactly what's happening. Look and the trend in demographics on the IDE web site. If you were a concerned parent without means you would be asking for charters or vouchers.

Your 80% is only those freshmen taking algebra...completely ignoring the freshmen who are taking a higher math course because they passed the algebra ECA in 8th grade, or even 7th grade. In 2010, 399 FWCS middle school students passed the algebra ECA, but I have no idea how much that would lower the percent you mention.
I am sure the actual percentage still has much room for improvement.
Evert is right. Social promotion is not the cause of failing schools, rather a symptom; still, I absolutely agree that it needs to stop.

Thanks for taking the time to read the articles.
I am pleased with the education that my children are receiving in FWCS....my 4th and 6th grade children have dedicated teachers and the objective data we receive (ISTEP, SRI, which measures reading level, Criterion Writing, etc) shows they are learning at/above grade level. I have no desire to send them to a private or parochial school; however, I would support any parent who chooses to send their student to a private, parochial, or charter school.
When I look at the DOE website, I see that the population of FWCS has been constant for many years:

I don't have a problem with the fact that FWCS has become a more diverse school system...in fact, I find it to be a strength. I'm pleased that my two kids can work side by side with students who don't always share the same cultural beliefs...in an increasingly global economy, I want my kids prepared to work with a diverse group of colleagues in their future workplaces.
Siesta---you are correct. Many of the middle schools have 8th graders who take algebra and many of them did very well....100% passing at Blackhawk, 93% at Shawnee.

Siesta - I would guess that Purdue lives north of Coliseum. I would also guess that most of the 400 8th graders who passed the ECA are north of Coliseum. So look at the system as a whole. There are roughly 32000/13 or 2400 high school freshmen. Less the 400, that leaves 2000 who took the EAC in high school of which 60% or 1200 failed the ECA. So 50% of the high school freshmen were unprepared for high school math. That's about the same as the percentage who come in reading below grade level. So half our kids are socially promoted into high school. I think that's a disaster but that's just my opinion.
The biggest problem is South of Coliseum where close to 80% failed the math ECA. North of Coliseum the district may still be viable but for how long? We have been steadily (straight line trend) losing over 400 white students per year. An increase in Hispanics, Asian and other minorities have kept total enrollment level. You may celebrate diversity but the district has to keep strong students to stay viable.
Code Blue - The only chance FWCS has is if Wendy retires at the end of the year and is replaced with an individual that understands the problems and is willing to take the initial hits to save the system. At the present time Wendy is out for herself. She is only concerned with finishing out her contract. If she cared she would start holding parents and students accountable, end social promotion, and make sure that every possible dollar was spent where it would benefit the most students. She is doing none of these things. Maybe the Indiana Constitution should be changed in a way that makes parents responsible for their children's education. I am tired of paying for people that don't give a damn about education, society, or their government. Go Mitch.
CB - maybe FWCS should split into a north district and a south district. You could get a seat on the south board. Ha!
I agree with SC about holding parents accountable but good luck with that. No other part of society has been able to do that with much success. In my career I have witnessed many students become successful despite the uninvolvement of their parents.
Students become more accountable when many "hit the wall" in high school...they stay freshmen for an extra year or two! (I know, it is too late for some.) This is the one area where I think we can have the most success - make students understand that they are responsible for their own education, it will not be given to them.
Siesta- The JG was quite indignant when I said we had two different districts within FWCS. So I doubt if they'd endorse me for a seat on the FWCS South board. Right now I'm working to get South Carolina to be the first to secede from the union again. After that's done I'll see about getting the north side of FWCS to secede from the south side.
Siestagirl - At present time a lot of teachers are feeling heat if they fail a large percentage of their students. My teacher friends also tell me that they do not feel as if Wendy really cares if education takes place in their classes as long as it looks as if progress is taking place. CB - I would also suggest to you that there is only one school district in regards to FWCS. Wendy and her transporting of students all over the city has made Northrop and Snider a lot like North Side and South Side.

SC - teachers have been feeling the heat for a long time for failing too many students. I remember one time my math department head was taking heat from our principal about math failure rates. This dept. head said he could fix that with a pencil (implying that he could simply change the student grades to whatever the principal wanted.) End of conversation.
